Permits and utility make-ready

The two approvals that set the real schedule on a commercial charging project, and why they start before the chargers are ordered.

Two approvals set the real schedule on a commercial charging job, and neither one is the charger showing up. One is the permit from your local building department. The other is your utility's part of the work. Projects that treat either as an afterthought are the ones that stall.

The permit

Installing charging equipment is electrical work, and electrical work is permitted basically everywhere in the country. A licensed contractor pulls it, an inspector looks at the work, and the installation gets signed off.

What varies enormously is how long that takes and what has to go in with the application. A single home charger might be a counter permit you get the same week. A commercial install across a parking lot might need stamped engineering drawings, a site plan, a load calculation and a review that runs weeks. Some places have a fast-track permit for charging. Plenty don't.

Three things worth knowing:

  • Ask whose license goes on it. The permit carries a specific company's license. Find out which one, and confirm it's licensed in your state for this class of work.
  • Inspection isn't a formality. Corrections happen and they push the schedule. An installer who's worked in your jurisdiction before is worth more than one who hasn't, for this reason alone.
  • Skipping it isn't a shortcut. Unpermitted electrical work turns up at the worst possible moment: a property sale, an insurance claim, a fire. If an installer offers to save you the permit, that's information about the installer.

Utility make-ready

Make-ready is the trade term for everything electrical between the utility's supply and the charger itself. Conduit, wiring, panels, transformers, and a service upgrade if you need one. It's called make-ready because it makes the site ready for chargers to go on it, and on a lot of commercial jobs it's the larger half of the work.

Two separate things happen here and it helps to keep them apart.

The utility bringing you the power

If your project needs more service than the property has, the utility has to provide it. That's engineering, maybe new equipment, maybe work out in the street, and it runs on their calendar rather than yours. Lead times on utility equipment have been rough for a few years now. If a service upgrade is in your project, ask them about timing early, because it may well be the longest item on the whole schedule.

The utility paying for part of it

Separately, a lot of utilities run programs that fund or directly build the make-ready infrastructure. They're structured all sorts of ways. Some pay a credit per charger. Some design, build and own the infrastructure up to the charger themselves. Some rent you the equipment on your bill. Terms differ by utility, by customer class, and often by whether your chargers will be open to the public.

The detail people miss is the order. These programs usually want you to apply and get approved before work starts, and some have a hard deadline to apply after a final invoice or permit. Build first, apply second, and you can disqualify yourself from money you had coming.

They're also almost always limited pots. An approval this quarter doesn't mean an approval next quarter, and the amount published today can be revised. Check what's actually left when you're planning, not when you're reading about it.

The public access catch

Several of the most generous utility programs are aimed at publicly accessible charging, and chargers restricted to residents, employees or hotel guests may not qualify at all. If a program's money is central to your plan, find out whether your intended access model qualifies before you design around it.

That's a business decision, not a technical one. Opening stalls to the public changes who's in your parking lot, how it gets managed, and what you might need to charge for a session. It can be the right call or the wrong one, but you want to make it on purpose rather than discover it halfway through.

An order that works

  1. Find out what your electrical service can support today.
  2. Decide who the chargers are for and whether the public gets to use them.
  3. Check what your utility offers and what it requires, including access conditions and when you have to apply.
  4. Apply for anything that needs pre-approval.
  5. Design the install, then permit it.
  6. Build it, get it inspected, turn it on.

Most projects that go badly are projects where steps three and four happened after step five.

Your state page lists what the public record shows for programs where you are, with a source link on each one. Utilities also run programs that never show up in a federal listing, so your own utility's account rep is still the final word for your property.
