A Level 2 charger needs its own circuit. Whether your panel has room for one is the whole question, and an electrician answers it by adding up everything the house already draws. Any electrician worth hiring does that before quoting you.
Where the car actually sits
Attached garage, detached garage, carport, driveway. Each one is a different amount of wire and pipe, and sometimes a trench across the yard.
You still need a permit
Home charger installs are permitted electrical work almost everywhere. If someone offers to skip it, that tells you plenty about how the rest of the job will go.
Buy for the car you own
Your car has its own limit on how fast it will accept a charge, and no charger gets around it. Paying for more amps than the car will take is money you don't get back.
